The manufacture and subsequent use of false identities pave the way for a wide range of organised crime, including:

• Identity theft;
• Human smuggling and trafficking;
• Economic fraud;
• Illegal immigration
• Terrorism and other national security threats;

Criminal and terrorist organizations pay top money for quality counterfeits, which they commonly use to facilitate their illicit activities. For example, reports indicate that the al Qaeda terrorist organization and 9/11 hijackers made use of fraudulent passports, visas, and entry and exit rubber stamps in their international travels.

The Metropolitan Police Service (MPS) is committed to making London a safer place for everyone. We will do this by working with partners to reduce identity crime and disrupt the criminal networks manufacturing false identities. Metropolitan Police (SCD6) has identified a growing trend where illegal document factories

are acquiring professional quality printing equipment and supplies to supplies to support their criminal activies, allowing them to produce high quality counterfeits of official documents and identifications.
